Iranian Is Phishing?? or just coincedence?

On 8 Oct 2005, I received Email pretending to be from Paypal to my paypal registered email, of course it is not from paypal, it is this kind of common scam. however, when I hovered over the fake link of Paypal, it seems linked to .edu institute, I copy and pasted the first part of the url (the base), and it turned out to be an Iranian Technology Institute..

Here is the Email Below, and the iranian site is here, and wikipedia reference to this "elite" school is here: well, not sure if that institute knowingly and willfully sent that email, the IP of the email sender is located in germany, but it is interesting to see an iranian school name involved here. Something raises some doubt, isn't it?
